Reasons for them to be friends:
For one thing, they could both inflict serious harm on someone if they wanted to, seeing as they have some weapons going on. Russia just wants someone to become one with him, and seeing as Grell's just a little "weird", he'd agree before realizing what he was doing. Also, I think that Grell would follow him around until Ivan would end up running from him like he does Natasha (Belarus). Grell would feel sorry for him if he heard his back story, probably, and end up stalking the stalker. That coat Ivan wears seems quite the place to hide as well...
